17th Missouri Infantry

My gg gf Gustav SCHROEDER, served in the 17th Missouri Infantry in the Civil War, although he lived in Dubuque from the time he immigrated in 1857. Can anyone tell me abou this regiment, and why he would enlist in it rather than one from Iowa?
