If you want to get an actual copy of the record there are three possibilities.

You can write to the Bureau of Health Statistics as described here:

You can call or write the Appanoose County Clerk of courts:

Or you can order a microfilmed copy and view it at your local Family History Center, which you can find here. The microfilm number is 1007175.

It costs $7.50 and will arrive in a few weeks for you to view in the Center.

The only hope for a divorce record is the Appanoose County Clerk of Courts. Call or write them if that’s available.

If you are researching more about Joseph’s family you can find a lot about them on Ancestry.com, including several submitted genealogies. While I can’t vouch for their accuracy one of them seems pretty good. You can subscribe and view it at home or it’s available for free at many local public libraries. I’d explore that option before paying money.

I located Joseph in the 1860 census living in Cooper County, Missouri with his birth mother, first name Lucy, age 25 and born in Missouri. I was not able to find her last name but she and Robert were married 11/15/1857 in Pettigrew County, Missouri. Her last name was listed as Steele.
