Your query mentioned a possible early connection to Virginia, so this information may not be that far off your mark. In the 1850 Jefferson County Iowa census in Penn Township, was the following family:
Joseph Burgess age 46 farmer born VA; Juliette age 33 born O[hio]; Isaac age 19 born O[hio]; Aaron age 6 born O[hio]; Valena (female) age 4 born O[hio].
This works out to Joseph being born ca 1803. I speculate that he may be the father of Rhoda Burgiss who married Robert Plough in Jefferson County Iowa in 1848. She was also apparently born in Ohio. I do not know whether this Burgess family had any Indiana connections. Also, this was about it for Burgiss/Burgess families in early Jefferson County Iowa also. (As an aside, later Robert and Rhoda removed to Lucas County Iowa and I seem to recall an additional Burgess family there ca1870 to 1880.) I hope I have not led you astray.
