I checked the printed index to Jefferson county marriages 1839-1899-no Thomas Lowery.
Monroe county I checked the printed indexes for Aug 1869-Sep 1887; no Thomas Lowery there either. (any spelling variation). I also checked Wapello county since it sits in between the two for Sep 1869-1887; no go there either. Another possibility you might want to consider is they could have eloped to Missouri. Prior to June 1881 you did not need a license to marry in Missouri; the marriage could be recorded in any courthouse.
