I think it has to do with horse racing. There is a track in New Sharon and I would suppose they sold these placards so that people would be able to be in the best viewing areas and would get the best seats. I think this would be the last quarter mile stretch before the horses ran over the finish line. Makes sense to me! They did that here at Tanforan when Seabiscuit ran as everybody wanted to see him.
