Hi Ron,
I would like to suggest that you contact the Chariton Public Library and the Lucas County Genealogical Society for research assistance.

It is possible that your kin lived at the County Home in his later years. Some County Homes/Poor Farms had their own cemetery. Burial records for them tend to be a fine mist.

Perhaps he was been sent to the State Home in Mount Pleasant, Henry Co., IA?
