I just checked at the Social Security web site and the fee for a copy of an original Application for a Social Security number (Form SS-5) is indeed $27, if you supply the social security number of the person you are interested in. If you don't have the SS number, the fee is $29. You need to request this information under the Freedom of Information Act. You can get the fee schedule by going to the following page at Social Security and scroll about two thirds of the way down the page: http://www.socialsecurity.gov/foia/foia_guide.htm#_Toc517745431

Hope this clarifies it a little bit.
