When they write about people I think they would almost always use a town name, so Des Moines would mean the city. If they were writing about a township I think they would say it that way. Towns were more numerous than today and "news" was reported by someone who lived in that "town". When I grew up on a farm there in the 1950's we were not near anything, but our "news" got reported as Hiattsville, even though that "town" hadn't existed for decades and was more than a mile away.

The exceptions I can think of are if they're talking about real estate or some organization that operated at the township level.
