There was quite an article on the topic in this morning's Ottumwa Courier. The memorials were most likely not stolen, but removed by cemetery employees. It seems that there has been a rather severe change in the memorials that are allowed on cemeteries in Ottumwa. When the memorials were removed, they were tagged with the name of the deceased and may be picked up at the cemetery office.

There are many people who are unhappy that the change in policy was not more clearly communicated. Complaints can be sent to the board governing the particular cemetery.
