IF (the big if) they did get engaged it might be in the Ottumwa Courier. I would doubt that her trip to California would have been gotten into the paper - that would be especially true based on the reason for the trip.

It would take quite a bit of work to find the engagement, again, if it occurred. There is no index for that period and the engagements don't appear in the same place in each paper.

Is Lois' sister, Maxine, still alive and willing to answer questions? I did find that the story is at least possible. There is a Robert Bond living in the Ottumwa area (Davis county) in the 1930 census. Whether that would be the same Robert Bond would take a lot more exploration.
