I will try to help, but I think I am only going to confuse rather than assist. I don't think I have ever worked on a family with more contradictory information.

First, the 1930 Federal Census for Ottumwa,Center township, Wapello county, Iowa:

Harper, Thomas J., head, aged 72 born Missouri, parents born Tennesee
Harper, Mary E., wife, aged 59, born Missouri, father born Missouri, mother born Indiana
Wise, Niles E., son-in-law, aged 37, born Iowa
Wise, Sarah, dau, aged 35 born Iowa

Notes: The census indicates that Thomas was married at age 32 and Mary at age 19, so that would mean they were married abt 1890. Nile indicates he was married at age 25 and Sarah at 23 so they would have been married abt 1918.

1920 Federal census for Wapello county:

I can't find the Harper family in the 1920 census, however, I do find:

Ottumwa, Center township, Wapello county, Iowa

Wise, E.B. head aged 59, born New Hampshire, parents born Maine
Wise, Matilda, wife, aged 58, born Ohio, father born Maryland, mother born Ohio
Wise, Nile, son, aged 28, born Iowa
Wise, Sara, dau, aged 24, born Iowa

Notes: Edward B. Wise married Matilda Rutter on 24 Dec 1881 in Wapello county. The 1895 Wapello State census shows Edward and Matilda with children Mabel, aged 10; Nile, aged 4; and Harold, aged 2.

From the 1910 Federal census for Ottumwa, Center township, Wapello county, Iowa:

Harper, Thomas J., head, aged 52, born Missouri, parents born Missouri
Harper, Mary, wife, aged 31, born Missouri, parents born Missouri
Harper, Charles, son, aged 29, born Missouri
Harper, Sarah, dau, aged 15, born Iowa
Harper, Bessie, dau, aged 9, born Iowa
Harper, Clarence, son, aged 5, born Iowa

Note: The census indicates that Mary has had 6 children of which 4 are still living.

From the 1900 Federal census for Agency township, Wapello county, Iowa

Harper, Thomas J,, head, born Sept 1853, born Missouri, father born Tennessee, mother born Missouir
Harper, Mary E., wife, born Sept 1870, born Missouri, father born Missouri, mother born Indiana
Harper, Charles, son, born Sept 1891, born Missouri
Harper, Sarah, dau, born Oct 1894, born Missouri
Harper, Bessie, dau, born Jul 1899, born Missouri

Note: Census indicates Thomas and Mary have been married for 10 years.

From the 1880 Federal census for Richland township, Stoddard county, Missouri:

Harper, Ann, head, aged 40, born Tennessee, parents born Tennessee
Harper, Thomas, son, aged 22, born Missouri, parents born Tennessee
Harper, Everline, dau,aged 17, born Missouri, parents born Tennessee

Note: I don't know if this is the right Thomas Harper, but everything fits.

From the 1880 Federal census for Harrison township, Mercer county, Missouri:

Thomas, Alford, head, aged 49, born Missouri, parents born Tennessee
Thomas, Elizabeth E., wife, aged 40, born Indiana
Thomas, Richard M., son, aged 12, born Missouri
Thomas, Sarah A., dau, aged 10, born Missouri
Thomas, Mary Ellen, dau, aged 8, born Missouri
Thomas, John, son aged 6, born Missouri
Thomas, Martha, other, aged 20, born Missouri
Thomas, Olivy, dau, aged 4, born Missouri
Thomas, Perry, son, aged 3, born Missouri

Note: Again, I'm not sure this is the right family but everything fits.

Other Information:

From Wapello county marriage records:

(This is the oddest thing) Thomas J. Harper married Mary Ellen Thomas on 12 March 1904 by J.A. Ballard, Justice of the Peace

Charles Harper married Jennie Thomas on 5 July 1912. Her parents were John Thomas and Mary Ogle.

Bessie May Harper married Charles Orman in 1917

Clarence Samuel Harper married Elizabeth Duell Chamberlain - no dates.

From Wapello county death records:

Thomas J. Harper died either on 11 Apr 1933 or 11 May 1933 depending on which record you look at. He is buried in the Rose Lawn section of Memorial Lawn cemetery in Ottumwa

Mary E. Thomas died on 17 Feb 1938, most likely in Council Bluffs, Iowa (based on the funeral home that handled the arrangements. She is buried with Thomas in Ottumwa.

Will look for obits when I get the chance.
