Timothy John Shields, 57, of Iowa City, died Wednesday, May 26th, 2004 at his home after a courageous battle with lung cancer.

A Memorial Service to celebrate Tim’s life will be held Thursday, June 3rd at 1:00 PM at Lower City Park in Iowa City. In lieu of flowers, the family strongly encourages memorials be made to an Education Fund for Mary Shields or The Tim Shields Endowment Fund For Training of Elected Officials.

Tim was born February 28, 1947 in Des Moines, Iowa, the son of James and Katherine Mongar Shields. Tim graduated from North High School in Des Moines, Central College in Pella, Iowa and Iowa State University. Tim married Janis Kolling on August 26, 1972 in Des Moines, they moved to Iowa City in 1979 where Tim has been the Director of the Institute of Public Affairs at the University of Iowa for the past twenty-four years. Tim was very active for many years as a coach and supporter of Iowa City Kickers, Iowa City Boys Baseball, Iowa City Babe Ruth, the Continental Amateur Baseball Association, and The Perfect Game Baseball Leagues.

Tim also worked closely with the Iowa League of Cities, the Iowa City/County Manager Association, the Iowa State Association of Counties, the Iowa Municipal Finance Association, and the Iowa Association of Municipal Utilities. In addition, Tim also worked with international delegations of governmental leaders from Russia, Mexico, former East Germany, Australia, Great Britain, and Ireland.

Tim was the recipient of several prestigious awards recognizing his achievements. Among these are the Iowa League of Cities Hall of Fame Award for outstanding service to the League and to Municipal government throughout the state of Iowa, the Joe Lukehart Professional Service Award for his outstanding contributions to city management in Iowa, and the Governor’s Volunteerism Award. In 2001, the International City and County Management Association bestowed its prestigious Honorary Member award on Tim. He served on numerous statewide and national committees and task forces such as the International City/County Management Association University Board of Regents, the Governor’s Task Force on Leadership Development, the American Society for Training and Development Strategic Planning Task Force, and the National Civic League’s All American City Review Board.

Tim will be remembered as a very loving husband, father and friend, who was very giving of his time and talents. He enjoyed books, poetry, the Iowa Hawkeyes and of course, baseball.

Tim is survived by his wife Janis, his two sons John and Mickey and his daughter Mary, all of Iowa City.

He was preceded in death by his parents.
