I have been searching the WPA records for your surnames. There is a Charles HERTZ, 1838-1890, buried at Flood Creek Cemetery in Ulster Twp. (Not spelled the same but the dates make it a possible match.)

The only Voelker I have been able to find is Gottlieb VOELKER, 1839-1922, buried at Riverside Cemetery in Charles City.

This doesn't mean the others are not in Floyd Co. There were many errors in the WPA records. I hope you get other answers.
