Four Receive Final Papers, Ten Make Petitions, and Forty Make Declaration of Intention.

Argo-Gazette:--- The business of making American citizens out of foreigners has not been particularly rushing during the year 1918, according to Clerk of the Courts John T. Riley.  The reason for this is not that foreigners do not want to became citizens, but because citizens of Germany and other countries at war with the United States can not be naturalized in war time. Ten petitions of naturalization are now pending, eight of them being made by Germans, but papers can not be granted until after peace is declared.

Only four certificates of naturalization or final papers were granted during the year 1918, two of the applicants being from England, one from Italy, one from Switzerland.

They are as follows:
Carl Leopold Kokalblas of Arlington, who was born in England and came to America in 1910.
William Edward Butler, formerly of Fayette, born in England, and came to America in 1910
Mattia Zurbniggen of Clermont, born in Italy came to America in 1913.
Werner Schiess, Oelwein, born in Switzerland, came to America in 1912.
 
The applicants for citizenship whose petitions are awaiting the declaration of peace are as follows:
Ricklof Rose of Strawberry Point, born in Germany, came to America in 1900.
Fred Sieck of Hawkeye, born in Germany, came over in 1893.
John Vaclav Kwasnicka of Oelwein, born in Bohemia, came over in 1907.
Elizabeth Margaretha Haueison of West Union, born in Germany, came over in 1881.
Gerd Friedrich Wilken of Oelwein, born in Germany, came over in 1910.
Max Walters of Oelwein, Born in Germany, came over in 1908.
August Herman Wolfgram of Maynard, born in Germany, came over in 1892.
Otto Wirth of Elgin, born in Germany, came over in 1913.
Emil Carl Pellner of Oelwein, born in Germany, came over in 1902.
Samuel Hechtmann of Oelwein, born in Russia, came over in 1904.
 
Three of these -- Ricklof Rose, Fred Sieck and John Vaclay Kwasnicka -- are to come for their final hearing today.

Besides these ten petitions, forty declarations of intention have been made, nearly half, or seventeen, being made by Germans, There are also four declarants from Sweden, four from Italy, three from Norway, three from England, two from Switzerland, and one each from Ireland, Palestine, Denmark, Syria, Hungary, Turkey and Russia.
