Frank lived in Wright County and attended Clarion Public School graduating in 1979. He then went on to Iowa State University where he graduated with a business degree in 1983. Frank was a war history buff spending most of his adult life reading about World War II. As a young boy he set up toy soldiers in battle formations. He continued his interest by researching military equipment at the Fort Hood army base library near his home. He loved to study war strategy and apply it to his writing and board games. He has enough talent to have his articles published. He and cousin, Lee Sickler, spent many hours creating and playing these games. Frank designed an entire room of his home for this battle ground.

Frank had other talents painting and science fiction writing. Early in life Frank called himself Doodle Jr. Then in his forties, Frank took a small paint brush and painted a forest scene on his three living room walls. He painted each day creating the image as he went. Then in October 2012, Frank completed his fourth novel of a science fiction series in which the main character "Polk" was attempting to save the world. These works are not yet published.

He is survived by four sisters: Juanita (Leroy) Watts of Clarion, Genevieve (Jerry) Hoesel of Grand Junction, Colo., Jean (Jerome) Smith of Morgantown, NC, and Rosemary (Craig) Courtney of Waterloo; five nieces and five nephews and their families: Delnita (Doug) Sturtz of Urbandale, Lynnda (Tim) Purcell of Clarion, Renee (Brian) Bisbey of Beloit, Wisc., Peggy Watts of Ames, Wayne (Lanette) Watts of Clarion, Les Watts of Clarion, Mark (Cindy) Hoesel of Edmond, Okla., Darin (Gina) Hoesel of Las Vegas, Nevada, Ami (Jamie) Senft of Ames, Jeromy (Melissia) McVicker of Webster City; one aunt: Maxine Weir of Dows; and several cousins.
