Retired U.S. Army Col. Robert H. Rhine Sr., 91, of Panama City, Fla., died on Wednesday, Sept. 28, 2005. He was born in Rowan, Iowa, and had lived in this area for 10 years, moving from Sarasota, Fla. He retired from the United States Army with 30 years of military service. This included a number of duties at different locations within the United States and overseas. He served as senior military government officer at Fukushima Prefecture, Japan, and chief of operations, United Nations Mission on Kashmir, assistant chief of staff for intelligence in the Caribbean/Canal Zone were just a few of his assignments. He received his master's degree from Georgetown University and had completed all required courses at the University of Pennsylvania for his Ph.D. in international relations. He also was a high school mathematics teacher in Sparr, Fla. He is survived by two sons, Robert H. Rhine Jr. of Panama City Beach, Fla., and Charles P. Rhine of Medford, Ore. Private services will be held at a later date. Heritage Funeral Home 247 N. Tyndall Parkway Panama City, Fla. 32404.
