Elsie G. Foster, 83, of Dows died Thursday, Dec. 26, 2002, at Crestview Manor in Webster City. Funeral services were Sunday, Dec. 29, at the Dows United Methodist Church with Rev. Tony Hershey officiating. Burial was in the Fairview Cemetery in Dows. Elsie was born near Dows on Jan. 9, 1919, to George and Bessie Annett Root. She lived her entire life in the Dows area where she received her education. On July 12, 1939, she was united in marriage to Leon Foster near Fossum, Minn. They moved to Dows where they lived except for winter months spent in their home in San Juan, Texas. She later moved to Weslaco, Texas. Elsie was a member of the United Methodist Church in Dows, a former Road Runners Camping Club member, a charter member of the KYN Club and the Dows Senior Citizens. She was known for her creative decorated cakes.

Survivors include two daughters, Mae Koop and husband John of Kamrar, and Sandra Toomsen and husband Lorell of Waterloo; four grandchildren; six great-grandchildren; four sisters; and many nieces and nephews. She was preceded in death by her parents; her husband, Leon; a son, James Albert; a great-grandson; and two sisters.
