SIOUX CITY -- Carla Ann Rasmussen, 49, of Omaha, Neb., formerly of Sioux City, passed away peacefully at Bergen Mercy Hospital oncology ward.

A celebration of life will be 1 p.m. Wednesday at Heafey-Heafey-Hoffmann-Dworak-Cutler, 7805 West Center Road, Omaha. Visitation will be noon Wednesday, prior to the service, at the funeral home.

Carla was born and raised in Sioux City, and from all accounts was a precocious little ragamuffin, who terrorized her brothers. After graduating from East High in 1977, she left for ISU for a B.S. in fisheries and wildlife biology. Carla then moved to Omaha in 1983 and attended Metro Community College for an associate's degree in applied computer science. During this time and up to 1996, she was a programmer for A.I.S. 1996-1999, Carla attained a degree in civil engineering and a master's in environmental engineering, both from UNO/L. Carla did the bulk of her professional work with M.U.D. 1999-05 as an engineer and O.P.P.D. '05-'09 as the environmental coordinator and had just gotten a promotion to environmental affairs administrator. Lastly, Carla was a licensed professional civil engineer.

Carla had always been passionate about animals and the defense of their rights and was a volunteer for the C.B. Humane Society after adopting Jacque from there in 2001. She also started her own animal rescue in 2004 called No Pets Left Behind. Carla worked selflessly and tirelessly as an advocate for homeless animals and believed she was a dog in another life.

Carla is survived by her husband of seven years, Michael Starkey; her mother, Irene; brothers, Dean, David, John and Chris; a sister, Evelyn; as well as seven nieces, four nephews and her beloved dogs, Jacque and Champ.

She was preceded in death by her father, Donald.

In lieu of flowers, memorials may be made to No Pets Left Behind.
