Frank Mandicino Jr., 74, of Sioux City died Sunday, March 2, 1997, at his residence following a lengthy illness.

Services will be at 10 a.m. Wednesday at Meyer Brothers Colonial Chapel, with the Rev. LeRoy Seuntjens officiating. Burial will be in Sergeant Bluff Township Cemetery, with military rites conducted by the American Legion George Nelson Post 662. Visitation will be from 2 to 9 p.m. today, with the family present from 7 to 9 p.m. and a Scripture service at 7:30 p.m., at the funeral home.

Mr. Mandicino was born March 7, 1922, in Sergeant Bluff, the son of Frank and Jennie (Viraldi) Mandicino Sr. He moved to Sioux City in 1936.

He served in the U.S. Army Air Corps during World War II, where he received a Purple Heart and the Air Medal with six oakleaf clusters.

He married Peggy Wiffen on Dec. 18, 1944, in Sudbury, Suffolk, England.

He was employed as a letter carrier and union officer for the U.S. Post Office for 31 years, retiring in January 1980.

He was a member of the Catholic faith.

Mr. Mandino was appointed by President Johnson to the Labor Advisory Committee at the University of Iowa for 13 years. He was president of Local 69 Letter Carrier Union for 21 years and was the assistant National Business Agent of the National Association of Letter Carriers, serving four states. He was the co-founder and co-chairman of the Siouxland Labor Management committee, where he served for 10 years, the originial founding board member of the Leadership Sioux City Group and the district president of the Iowa Federation of Labor for 13 years. He was past president of the Woodbury County Labor Council, the past vice president of the Siouxland Economic Development Corp, and a board member of the Job Training Partnership Act and C.E.T.A. Advisory Board. He served as the labor member of the Auditorium Board of Trustees for seven years.

Mr. Mandicino was the recipient of the 1980 Kiwanis Club Distinguished Service Award. He initiated the law suit that forced the election of County Boards of Supervisors by the one man one vote principle in 1968.

He was a member of the Disabled American Veterans Chapter 54, the Veterans of Foreign Wars Sergeant Floyd Post 1793 and the Sergeant Bluff American Legion George Nelson Post 662.

Survivors include his wife; a daughter and her husband, Teresa and Rick Schroeder of Sioux City; a brother and his wife, James and Elma of Salix, Iowa; two grandchildren Rick Jr. and Lisa Rhymer; and five great-grandchildren.

He was preceded in death by his parents; a brother, Dominic; and a sister, Elizabeth.

Pallbearers will be Kenneth H. Dather, Glenn Blake, Dale Dugdale, Robert Briese, Dario Heath and John Hammerstrom.

A memorial has been established in his name to the American Lung Association
