Copies of probate records can be obtained from the Wapello County Genealogical Society in Ottumwa.
I did a quick check and found a couple of things. My appologies if you already have this information.
I checked the obit for Oscar Taylor and it was fairly uninformative. He died at aged 83 at the home of his daughter Cynthia Rook in Peoria, Illinois on 27 Sep 1940. The obit listed no relatives and, as you indicated, he was buried in Ottumwa Cemetery.
All the records that I can find, except the 1920 Federal census, list his name as Henry Oscar Taylor, born April 1857. Throughout the census records he flip flops on his place of birth. Sometimes he lists Illinois (1880, 1900 and 1920), other times he lists Iowa (1930 and 1895 Iowa census). If he was born in Illinois, he was most likely the son of Griffith/Griffin and Elizabeth Taylor and probably born in Wayne County. I don't find a good match for him in any Iowa census records until 1900.
At some point he moved to Kansas where he married Candis March Shoemaker in abt 1877. She was born 5 Mar 1858 in Coffey County, Kansas. She died between 1920 and 1930, but I don't find a listing for her in the WPA records. In the 1880 census they are living in Madison Township, Greenwood County, Kansas. They came to Wapello county sometime between 1889 and 1895.
As near as I can tell Henry Oscar and Candis had at least 8 children:
1. Mary E. Taylor, born abt 1878 in Kansas. There is a Mary E. Taylor who married J.A. Rupe on 31 Aug 1895 in Wapello county, but do not know if it is the correct Mary.
2. Lucy A. Taylor born January 1880, probably in Greenwood County.
3. Elmira/Almira Taylor, born October 1883 in Kansas
4. Jacob H. Taylor, born December 1885 in Kansas
5. Oscar Eugene Taylor, born September 1887 in Kansas. He married Hilma Anderson on 6 Nov 1910 in Wapello County
6. Charles R. Taylor, born October 1889 in Kansas. He married Helen B. Cowderly on 5 October 1910 in Wapello County. The SSDI indicates that he may have died in Nov 1985 in Marion County, Iowa
7. Candis Taylor, born December 1896 in Wapello County, Iowa
8. Cynthia H. Taylor, born July 1899 in Wapello County, She married a Rook and lived in Peoria, Illinois at the time of Henry Oscar's death.
