Hello,
Generally marriage licenses were not preserved if issued as early as 1860. Rather, the marriage was recorded in a simple register that listed the spouses, possibly their ages, the date of marriage and the person performing the service. Sometimes witnesses were listed. Since you are sure of the date have you checked to see if microfilm exists of Jackson marriage registers?
