Sioux County is in northwest IA, LeMars is in Plymouth County, and Sioux City is in Woodbury Co. Just wanted to make sure you are in the right county. IF you party was only here from 1881 to 1883 there would be no census record. The only thing would have been newspaper references. Without every name indexes it would be very difficult to spot anything on this. First of all I need a town where he lived to start with.
There is a Frank Benson born 1857 d. 1931 buried in Greenwood Cemtery at Matlock IA in Sioux County. I see no reference to a Cecil.
