It appears that Elsie died in 1922 and her husband, James Addison Webster in 1935 [not both in 1922]. Obits are below. They are both buried in the Troy Mills Cemetery in Linn County, Iowa.
You had located the 1910 census. They are also enumerated in the 1900 census in Rock Creek, Gilliam, Oregon; T623, Roll 1347; Page: 14A; Enumeration District: 19 and in the 1920 Census in West Salem, Polk, Oregon; T625, Roll 1497; Page: 2B; Enumeration District: 366;
July 3, 1847 --- March 7, 1922
Elsie M. Briggs was born in Wilkes Barre, Pennsylvania, July 3, 1847, and in early childhood moved with her parents to the state of Wisconsin, locating near Fond du lac. Here she was united in marriage to James Cottrell, October 25, 1865, and to this union five children were born: Ezra Cottrell, of Milwaukee, Wisconsin; Mrs. Nettie Nendel of Station, Oregon; Mrs. Nina Webster, of Troy Mills and Mrs. Jennie Curtis, of Independence. One son, Charles, died at the age of five. Fifty-two years ago they moved to Iowa, locating in Sioux County, near LeMars. Here her husband passed to his reward, December 4, 1879. She was again united in marriage to James Addison Webster, December 29, 1884 at Ireton, Iowa and this union was blessed with four children, Mrs. Blanch Smith, of Salem, Oregon, and Leslie L. Webster, of Jefferson Barracks, Missouri, who survive her and Raymond and Franklin who preceded her in death. They resided at Ireton until December 5, 1888 when they moved to Linn county, living there until November 29, 1899 when they moved to Oregon. On August 22, 1921, she arrived here for a visit with loved ones but her failing health prevented her returning home. Her health continued to fail until the Great Father called her home, March 7, 1922, at the age of seventy-four years, seven months and five days. At the time of her death she was being cared for at the home of her daughter, Mrs. Jennie Curtis, of Independence. She obeyed the call of her Master at the early age of fourteen years and since that time has revealed many of the fine qualities she beheld in the life of the Master. In her passing she leaves to mourn her devoted husband, six children, twenty grandchildren, fifteen great-grandchildren, two sisters, Mrs. Jane LaRue of Bear Lake, Minnesota and Mrs. Laura Harwood, of Elm Springs, South Dakota, besides many other relatives and friends. The pall bearers were Messrs G. D. Heefner, Joe Kint, R. W. Michael, Abner Jeffries, Frank Wilson and Charles Grant Cherry. Those furnishing the music were Mrs. Charles Grant Cherry, Mrs. S. W. Putman, Mrs. H. B. Champlin, Messrs John Bailey and Fred Bremer with Mrs. R. W. Michael at the piano. The funeral services were conducted from the Christian Church Friday afternoon by Rev. John W. McKee of Brandon. Interment was made in the Troy Mills Cemetery.

Brief services in the Troy Mills cemetery for Addison Webster, 83, who died Monday afternoon at Marion, were conducted by the Rev. John McKee Wednesday morning at 9:30 o'clock. He was a former resident of Spring Grove township and lived in the vicinity of Troy Mills for many years. Interment was made in the Troy Mills cemetery. James Addison Webster was born in Ohio January 16, 1852. He leaves two children, Leslie Webster of Marion and Blanche of Oregon.
