Funeral held for Leonard L. Waggoner city utilities manager 11 years.

Funeral services for Leonard Leslie Waggoner, who died last Friday after a heart attack, were held Monday at 2 p.m. in the American Reformed Church.

Waggoner, who has been uitilities manager for the past 11 years in Orange City, was 60 years old at the time of his death.

Reverend Alvin Hook officiated at the funeral Monday. Burial was in the Orange City Cemetery.
Active pallbearers at the funeral last Monday were Anthony Hasselo, Robert K. Fisher, Earl T. Klay, Arlo Neumann, Clarence Jonker and Carl Vande Waa. Honorary pallbearers included Edward Schreur, Robert Dunlop, Andrew Oordt, Roy Vander Stoep, Arie Vander Stoep, Arie Van Marel and Merl Kraai.

Leonard Leslie Waggoner was born September 14, 1898 at Randolph, Nebraska, the son of Mr. and Mrs. J.C. Waggoner. He was one of six children. Waggoner attended school in Randolph, were he was graduated from high school.

He served in the Navy during World War I. He was stationed at Norfolk, Virgina and served as pharmacist's mate on the U.S.S. Salem.

He was married to Mabel E. Smith June 11, 1918 at Norfolk.

After the service, he entered municipal work - a field in which he has engaged all his life.

Waggoner was the father of three children – Genevieve, Paul and William.

He held municipal positions in a number of communities before settling in Orange City.
At Randolph, Nebraska, he was utilities operator in 1924. It was there that he began to learn the utilities operation. He moved to Kimballton in 1927, and held the position of superintendent of utilities for about a year and a half. He then held a similar position at Emmestburg. From 1932 until 1948 he was superintendent of utilities at Lake Mills. The Waggoners moved to Orange City in 1948.

Waggoner was active in a number of functions - including Scout work, the Masonic lodge, the American Legion. He served as director of the Winnebago chapter of the Boy Scouts at Mason City, organized the First American Legion club in Randolph, Nebraska, in about 1920, and served later as commander of the Legion at Lake Mills.

He held all chairs in the Masonic Lodge, including that of Master at Lake Mills, and was a Patron of the Eastern Star.

He has served as president of the Iowa Municipal Utilities, and once headed the legislative group of that organization while in Orange City.

Waggoner has witnessed a number of major increases in utilities usage. In 1948, when Waggoner came to the community, utilities usage amounted to 2,514,650 KW generated in the year. By 1958, this figure had almost tripled, reaching 6,111,200 KW.

In addition, Waggoner's 11 years as utilities manager have included a number of other changes - growth in use of utilities and improvements of the physical plant in the city.

In recent months, Waggoner had taken Allen Roos as an "understudy" in the utilities office, planning for the day when he could retire from the post. He has been in failing health for the last two years.

He was preceded in death by his son, Paul, and by a sister, Lelia. He is survived by his widow, Mabel; son, William of Des Moines; daughter, Mrs. R. D. Gullickson of LaPorte, Indiana; seven grandchildren; two brothers and two sisters.
