In the 1924 city directory for Council Bluffs, IA, there is:

Donald C. and Jeanne Fonda, foreman C.B. Automobile Co., resides 204 10th Avenue

Marion L. and Millie Fonda, engineer, Union Pacific Railroad, resides 208 Morgan

One added note, I don't find the town of Allison, Illinois as being in Butler County, IL. I cannot find any Butler Co., IL. You mention that James' mother Millie Fonda died in Allison, Butler Co., IL, but everything I can find says that Allison, IL, is located in Lawrence County, IL.
