looking for family ties

DOOLEY, HARKEY, STINEMAN, DWARZACK, DWORZALK

We are looking for information on my grandfather and grandmother. My father was left on a doorstep when he was just a few days old. We are looking for his birth parents. His birth certificate from Muscatine County, Iowa stated his father's name was Orville Dooley and his mother's listed maiden name was Lulu Dworzalk Harkey. (Unsure if this is the correct spelling because we were unable to match it up with anything)
Lulu Dwarzack must be her married name because we found his mother listed on the 1910 census as Lulu Harkey, on the 1920 census as Loule Stineman, and on the 1930 census as Lulu Dwarzack. In 1930, she was listed as a prisoner in Calhoun County (maybe the Rockwell City Reformatory) at that time. However, she was born and raised in Louisa County and my dad was born in Muscatine County. He said he got his birth certificate from Muscatine County Hospital.
Dad was raised by his foster parents, Robert and Daisey Barker. They lived in Muscatine County, Davenport and many other places including Chicago. Dad said they moved around quite a bit. He now thinks they might have been avoiding his real mother.
Dad is getting older (76) and was never interested in finding his mother. But now he realizes that he has another family out there somewhere and he said his heart literally hurts when he thinks about it. I really just want to help him get in touch with his real roots.
1.) We want to know what reformatory Lulu Dwarzack was in.
2.) What she was in there for (Can we get records?).
3.) What happened to his mother after she got out of the reformatory (Where did she go?).
4.) We want to find the correct Orville Dooley (There are 4 of them from Iowa).
5.) We want to find out if Maude Stineman (Dad's grandmother) married a Harkey and if so, which one and can we get that marriage certificate.
6.) We want to find out who Lulu married...._______ Dwarzack? Did they get divorced?
7.) Can we get copies of marriage certificate for Lulu Dwarzack?
My fathers real name is Floyd Edwin Harkey.
He was born and raised some of his life in Muscatine as Robert Barker Jr.
He was raised by Robert and Daisey Barker and has a foster brother named Ben
We have his birth certificate but it has very little info on it.
My fathers birth year is 1928.
We only know of the one foster brother as far as other siblings, we are not sure.
Basically, we really need to find a family member that has some family history as to what happened and who was involved. Dad's dad never married his mother, that we know of. If we could just track down the correct family then maybe we can make contact and get additional info. Dad really wants to be reunited with his lost family members.
