WHITING, Iowa -- The Honorable Jewell O. Waugh, 96, formerly of Whiting, most recently of Tipton and West Branch, Iowa, passed away Thursday, Nov. 16, 2006, of natural causes.

Services will be 10:30 a.m. Saturday at First Congregational Church in Whiting, with the Rev. Reva B. Karstens officiating. Burial will be in Whiting City Cemetery. Visitation will be one hour prior to the service Saturday at the church. A Masonic services will be conducted by the Weston Lodge 562 A.F. & A.M. of Whiting. Arrangements are under the direction of Rush Family Care Service in Onawa, Iowa.

Jewell O. Waugh was born June 13, 1910, near Lyons, Neb., the son of Arley J. and Carrie (Hamre) Waugh. As a child, he was raised in Minnesota before moving to Onawa, Iowa.

He and Cleta (Harding) Waugh were married in 1930 in Council Bluffs, Iowa. He farmed nearly his entire life in the Whiting area. He was a trendsetter in farming techniques, having raised test plots for Iowa State University, sugar beets and vegetables for the Storm Lake, Iowa, cannery. He owned the first Farmall tractor in Monona County, Iowa and pioneered irrigation in the county. He was featured in numerous farm periodicals for his innovative farming philosophy.

He was an active community member. He served on the Whiting School board from 1946 to 1966, 12 years as president. He was president and vice chairman of the Whiting Cooperative Elevator board, a founding member of the Whiting Community Club, a 50-year member of First Congregational Church, a member of the Oddfellows Lodge, past Worthy Patron of the Order of the Eastern Star and a member of the Farm Bureau. He also took an active role in the Whiting 4th of July celebration and the Whiting Rodeo.

In 1966, he was elected to two terms in the Iowa State House of Representatives. He served on the agricultural schools, human industrial relations and social services committees. A legislative reporter once described him as a "soft-spoken Iowa lawmaker who generally maintains a congenial silence". He quoted Jewell as saying, "I look at the good life in a small rural town, but also I want to do what is best for the entire state".

Masonry was his life. He was a member of the Weston Lodge 562 A.F. & A.M. in Whiting, where he served in all the chairs. He gave 50 years of faithful service as director of the 21st Degree team of Whiting, was a 50-year member of the Scottish Rites, a member of the 1942 Sioux City Consistory class, a member of the Sioux City Abu Bekr Shrine and a 33rd Degree Mason.

He counsel was sought by family, friends, neighbors, fellow Masons and politicians, especially his good friend, Maurice Baringer.

Survivors include his wife of 76 years, Cleta; two daughters, Phyllis Clayton-Weaver of Sioux City and Janice Dendinger and son-in-law, Lowell Dendinger of Coralville, Iowa; six grandchildren, Douglas Clayton, David Clayton, Lisa Stanley, Lori Swantek, Matthew Dendinger and Mark Dendinger; eight great-grandchildren, Lindsey Clayton, Trevor Clayton, Jessica Dudley, Shannon Bosley, Ashleigh Evans, Clayton Swantek, Kelsey Swantek and Jack Dendinger; a sister, Lorraine Harding; and four sisters-in-law, Marvel Brenden, Georgia Waugh, Helen Waugh and Myrtle Waugh.

He was preceded in death by a son, Norman Jewell; three brothers, Gerald, Bernell and Donald; and a sister, Elmira Oldis.

A word from the family. Jewell asked us to convey to his friends and acquaintances his thanks for sharing their lives with him. He "never met a stranger" and enjoyed the conversations he had with everyone above all else.
