Arrest in West Mitchell, IA, Feb. 1893

I found the following note in the "Elkader Register" of Thurs., 16 Feb. 1893 in the "Elkport and Vicinity" section, p. 4, col., 2: "We are in receipt of a letter from West Mitchel, Ia., inquiring as to the character of one of our former citizens. The writer also states that they have our citizen arrested for stealing a harness and robes, and for breaking into a restaurant and stealing goods, also on the charge of arson for setting fire to a building last Sunday with intent to burn down the town."

Does anyone have access to Mitchell County records that would indicate who this might have been?
