As someone perhaps already has told you, that building was the county home. "Inmate" in this case has no perjorative meaning. In an era before social welfare programs and nursing homes, the county home was a refuge (usually temporary) for the utterly impoverished and on a longer-term basis for the old or those with physical or mental handicaps who had no family to care for them.
