Locating marriage and birth information

I am assisting a cousin in locating his half brother James Wesley Laster. The father was James Robert Laster. We know he was living in the Fort Madison area around the time of his first wifes death (She was in TN). He married again to a Joanne last name unknown but maybe McFarland (sp?). James Wesley would have been born around 1945 (+/- 3 years).
