No one gets his surname correct. In the WPA listing, which is known for misspellings is is spelled SHEAVER.

In the Find A Grave the headstone is indexed as SHEARER but the stone reads BREARER?

I am continuing to look. Have you contacted the office at Oakland Cemetery to see if they have any more info?
