Since Downey, Iowa is located in Cedar County (just east of Johnson County), you may want to contact the Genealogical Society located there (you can find their address via the UsGenWeb) and request for them to look up info about the accident in the newpaper.

You may also want to look up nearby funeral homes where the bodies may have been temporarily kept before sending them to other destinations. I'm not sure if the county had a coroner at the time, but that might also be something worth looking into.
