Lowell was born January 7, 1931 in Fairmont, Minnesota to Albert and Malinda (Huse) Schoer. He was baptized January 25, 1931 and confirmed April 2, 1944 at St. John's Lutheran Church in Sherburn, MN. He graduated from Fairmont (MN) High School in1949, before enrolling at Bethany Lutheran College in Mankato, MN. Lowell took full advantage of the opportunities that Bethany offered him. He was a very good student who participated in a wide range of activities. He was a talented musician, playing in both the college band and singing in the college choir. He was also an excellent athlete who played on both the basketball and baseball teams at Bethany. Lowell completed the three-year teacher training program at Bethany in 1952 and then taught for one year at Immanuel Lutheran Day School in Gaylord, MN.

It was also at Bethany that Lowell met his future wife, Corinne Leanna Hoefker of rural Lakefield, MN. Lowell and Corinne began dating at Bethany and eventually married at St. Paul Lutheran Church, Rost Township (MN) on May 29, 1954. The two enjoyed nearly 62 years together before his passing.

In 1953, Lowell entered the US Navy as a musician (trumpet). During his time in the navy, he attended the Navy School of Music in Washington, D.C. and played in the US Navy band aboard the USS Oriskany in the Western Pacific from 1954 through 1956. After his time aboard the USS Oriskany, he and Corinne moved to the Naval Air Base in Charleston, SC, where he served for a year before being discharged in 1957.

Following his time in the navy, Lowell and Corinne moved to Iowa City where he enrolled at the University of Iowa. He earned his BA (1958), MA (1959), and PhD (1961) degrees. Lowell joined the faculty of the College of Education at the University of Iowa in 1961 and began a career at Iowa that spanned nearly four decades. During his career at Iowa, he served many roles at the university. He was the interim Dean of the College of Education for a period during the 1980s, and chaired both the Division of Instructional Design & Technology and the Division of Psychological & Quantitative Foundations at various points in time. He worked with dozens of doctoral and master students across the university in education, psychology, and the health professions. He frequently traveled across Iowa teaching extension classes and establishing off-campus masters programs. Lowell also participated in international work at the University of Yucatan in Merida, Mexico. His areas of expertise included: educational psychology, programmed learning, intelligence testing, statistics, and measurement. He retired from the University in 1998.

Lowell was an active and committed member of the Lutheran Church-Missouri Synod (LC-MS), serving at the local, state, regional, and national levels. He and Corinne were long time members of Our Redeemer Lutheran Church, Iowa City, IA before becoming charter members of Prince of Peace Lutheran Church, Coralville, IA. He served on the Iowa District East (LC-MS) Board of Directors, was a member of the Commission on Theology and Church Relations (CTCR) at the national level, and served on the national Board of Higher Education. He also served as district president, regional vice president, and member of the national Board of Directors of the Lutheran Laymen's League for many years.

Lowell was a lifelong learner and educator who could talk at length about theology, education, and psychology in many settings. Yet, he was equally at ease and happy having silly conversations with his grandchildren or bantering with a friend.

Lowell was an avid nature lover. In his spare time, he enjoyed birdwatching with Corinne, completing projects around their home & property, spending time with family, reading, walking, and participating in other outdoor activities. He relished spending time in the North Woods of Minnesota for relaxation, recreation, and socializing.

Lowell was preceded in death by his parents, a sister, three brothers, and a nephew.

Lowell is survived by his wife, Corinne; their 4 children: Renee Schoer of Valparaiso, IN; Alan and Toni Baur Schoer of Dubuque, IA; Jonathan Schoer and Deborah Fedge of Valparaiso, IN; Darren Schoer and Julie Horst of Madison, WI; 8 grandchildren; and several nieces & nephews.
