Missing World War I Veteran?

My great-uncle, Samuel Shafer, was a decorated World War I veteran born and raised on a farm in Buchanan Township, Jefferson County, Iowa (Purple Heart and several other commendations). I wonder why his name does not show up on your list of Jefferson County World War I veterans?
