No, Willis Frasher absolutely was not a brother to Nettie Frasher. She may have been living with a James and Sarah Park and Willis Frasher may have lived with them two but that doesn't prove they were brother and sisters. They well could have been cousins. There has been a number of connections including marriages between Frashers and Parks going back to Huntington, PA. In 1857-58 Margaret Frasher (widow of Peter)and her eight children moved by Wagonn train from Monroe County Wisconsin to Jefferson County Iowa. It is almost a certainty there were a number of Frashers and Parks in that Wagon Train. And I know there are several George Frashers including one who did in Linn County (my home town)a few years ago that caused great concern to my many friends there when they saw the Obit in the Gazette. A woman who was a Frasher and descended from another Frasher famiiy also on the Wagon Trip to Iowa contacted me some years ago. I am going to try and send you complete history of the Peter and Margaret (Chilcoat) Frasher descendants.
