Bill S. FOSHIER dead at 66, rites pending

Bill S. FOSHIER, 66, former mayor of Fairfield and longtime businessman, died at 7:55 p.m. Friday at the Veterans Medical Center in Iowa City (note: in Johnson Co., IA).

Funeral arrangements are pending at the Behner Funeral Home.

FOSHIER came to Fairfield in 1953, established his real estate business and was soon involved in civic and veterans affairs.

He served as Fairfield's mayor from 1960-1962, and later served as city police court judge. In 1965 he was appointed justice of the peace by the Jefferson County Board of Supervisors and served in that position until the present magistrate court was adopted.

He was active in veterans organizations and served as executive seretary of the Veterans Affairs Commission for a number of years, and served as a member and leader of the community's combined Color Guard.

FOSHIER services set for Tuesday

Services for Bill S. FOSHIER, 66, former Fairfield mayor and prominent in U.S. veterans' affairs for a number of years, will be at 2:30 p.m. Tuesday at the First Presbyterian Church with the Rev. Carl Riggs officiating. Military rites will be conducted in Evergreen Cemetery.

Visitation will be from 7 to 8 p.m. this evening at the Behner Funeral Home followed by Masonic Rites at 8 p.m. A memorial will be established.

FISHIER (sp - FOSHIER) died at 7:55 p.m. Friday at the Veterans Administration Center in Iowa City where he had been a patient for 12 days. The family home is at 508 Bel Aire Drive.

Soon after he moved to Fairfield in 1953 and established his real estate business, FOSHIER became involved in civic and veterans affairs. He was elected Fairfield's mayor in 1960 and served one term. He was later appoined as city police court judge and in 1995 was appointed justice of peace.

He was a past commander and service officer, and a member of the building committee of Post 2271, VFW; he was a past VFW District Commander; and at the time of his death he was National Aide-de-camp; and served as Jefferson County Veterans Affairs Executive Secretary for 23 years.

He served on the Veterans Affairs Commission for the State of Iowa as executive secretary; He was a member of the American Legion, Clinton Lodge AF&AM No. 15; Kaaba Wheel Horse Patrol, the Alumni Association of the University of Nebraska, and A.T.O., University of Nebraska.

The son of William E. and Nora Barbara SPALTI FOSHIER, he was born Feb. 21, 1918, in Omaha, Nebr. His marriage to Rita Marie KOLBACH took place July 28, 1949. She died Oct. 2, 1968. FOSHIER was married to Emma L. STEARNS Aug. 18, 1979 in Fairfield. She survives.

Other survivors include two daughters and four sons: Nora GIESE, Reinbeck; Michele FISHIER (sp - FOSHIER), Iowa City; Bill FOSHIER, Fairfield; Jean FOSHIER, Iowa City; Steve FOSHIER, Fairfield; Chris FOSHIER, Iowa City.

Also four step-granddaughters and a step-son; Florence HALLOWELL, Ankeny; Patricia NOLTE, Franklin; Virginia HILL, Mount Pleasant; Shelly STEARNS, Wilkes Barre, Pa.; two grandchildren and six step-grandchildren.
