Page 1, Column 1DEATH CLAIMS FORMER MAYOR
Harley CARTER, 69, former mayor of Fairfield, died this morning at his home at 202 S. Fourth street. He had been seriously ill for several months.
A former railroad telegrapher, CARTER served three terms as mayor during the 1930's and was twice elected to the city council. The body is at the Weston Behner Funeral home where funeral arrangements are pending.
CARTER was born April 8, 1882 in Van Buren county, the son of William Alexander and Mary Ann CARSON CARTER. He was married to Alice BROWN Jan. 1, 1921. Most of his life was spent in Fairfield. He was a member of the Methodist church and the Brotherhood of Railroad Trainmen. He attended Illinois Normal college at Dixon, Ill., and served as a telegrapher for the Rock Island railroad for many years.
He is survived by his wife and one step-daughter, Mrs. Eugene HAGBERG, Springfield, Ill. Two grandchildren, one brother, Emery CARTER and one sister, Clara CARTER, both of Libertyville, also survive.

Last rites will be Friday afternoon for Harley CARTER, former Fairfield mayor who passed away at his home, 202 S. Fourth street, yesterday morning.
The services will be at 2 p.m. at the Weston Behner funeral home with Dr. L. L. Weis in charge. Burial will be in Evergreen cemetery.
CARTER passed away after an extended illness. He served three terms as mayor of Fairfield and was also a member of the city council for two terms.
