Harley was born in rural Jasper County near Prairie City, IA on April 4, 1943 to Ardelia Mae Bensink Steenhoek and Henry J. Steenhoek. Growing up time was in the Prairie City/Colfax area, graduating from Colfax High School in 1961. He married Phyllis Darrow on May 26, 1963 at the United Brethren Church in Olin, IA in Jones County. He graduated with a B.S. degree in Agriculture Engineering, from Iowa State University in 1965. He and his wife farmed near Prairie City from 1965 - 1982 and then Mingo from 1982 - 2020. Since then, they have been residents of Altoona, IA.
When actively engaged in farming, Harley loved working with machinery and operating his farm. He also drove truck at times. He was fond of running his dozer to clean up property and improve landscape. He served as a volunteer on the Mingo Fire Department for 22 years where he assisted in landing emergency helicopters, fighting fires, and other public needs. He was a gracious person, helping others in need. He was somewhat of a Sherlock Harley in that he enjoyed delving into finding solutions for various business situations. Harley delighted in visiting with others. He wanted his children and grandchildren to be successful in life. His face lit up when he was around his grandchildren, loving them all and watching them mature. His faith in Jesus has been important as he enjoyed continued growth in Christ. His favorite Bible verses: John 3:16 and Psalms 23.
