In the History of Jackson County 1910, Vol. 1, page 188 a John W. Loy is listed as serving in the Civil War in the Fourteenth Infantry. Enlisted January 4, 1864; mustered out November 16, 1864. Perhaps you could get his military/pension records from the National Archives with this information.
In the 1879 History of Jackson Co., page 658, there is a bio of Henry Bower. It says his wife was Miss E. Loy, sister of Dr. Loy of Maquoketa. Miss Loy was from Trumbull Co., Ohio. The point of interest is that the children of Mr. and Mrs. Bower include John W. and Flora Kate. Seems there must be a connection there. Good luck.
