Orphanage in Fulton

Three NEELD children were placed in an orphanage, supposedly in Fulton, Jackson County, IA, in 1894. Two were eventually returned to Pittsburgh, PA, to live with relatives but one, Sarah NEELD, b. 1885, supposedly died. I searched the Farmers Creek in the 1900 census but found no evidence of an orphanage. Does anyone know of the existence of an orphanage in Jackson County?
