Capt. Samuel H. Harper of Ottumwa, who has been elected department commander of the Iowa G. A. R., has lived in the State since 1853. He was born at Taylorsville, O., April 23, 1843. Capt. Harper was a presidential elector in 1900. He is a member of the State from the Thirteenth Iowa District. He enlisted in Company B of the Thirty-sixth Iowa infantry, Aug. 2, 1862, at the age of 19 as a private, and he served in that regiment until June, 1863, when he was commissioned as lieutenant in the Forty-sixth regiment, U. S. C. infantry, and later was promoted to a captaincy in the same regiment. He was honorably mustered out in February, 1866, having served three years and seven months, during which time he was absent from his command only once on a thirty day furlough.
