Missing piece of puzzle -Birth record

Really stuck! Searching for birth record of my father (now deceased): Allen D. Level DOB 2/12/1929. Mother, Agnes Lucille Level, was unwed at time of his birth. Her parents were Joseph Dalby Level and Mary (Thorpe) Level. Story is that Agnes may have been sent FROM her hometown of Sac City, IA, TO a home for unwed mothers. After my father's birth, her parents adopted Allen, thus surname LEVEL. I am working on DAR application and this is the ONE piece I am missing. Please help! Thank you so much!!
