Frances A. Osboe, 82, Webster City, died Tuesday, June 15, 2004 at Southfield Wellness Community. Funeral services will be 1:30 p.m. Friday at the Foster Funeral Home and Cremation Center with Pastor Gerald Caquelin officiating. Burial will be in the Graceland Cemetery. Visitation will be from 5-8 p.m. Thursday at the funeral home.

Frances Arlene Passwaters, daughter of James and Bertha Pringle Passwaters, was born on Feb. 7, 1922 at Blairsburg. She was raised on a farm near Blairsburg and received her education and graduated from Blairsburg Public School. On March 13, 1943 she married Orlan Osboe of Radcliffe. The couple briefly resided in the Radcliffe area before moving to Webster City in 1948. She was employed for several years at JC Penney's. She resided at Southfield since January of 2001.

Mrs. Osboe is survived by her husband, Orlan; son and daughter-in-law, Tom Osboe and Linda Olmstead, all of Webster City; grandchildren, Jeff Osboe of San Francisco, Calif.; John Osboe of West Des Moines; Sarah Osboe and fiance Jared Will of Lehigh; Stephanie Osboe of Webster City; Cooper Olmstead of Webster City; several nieces and nephews.

She was preceded in death by her parents; son, Steve Osboe, daughter-in-law Beth Osboe; brothers Edgar (Bud) Passwaters, Wayne Passwaters and Don Passwaters; sisters, Ruth Peterson, Eunice Yates and Dorothy McCollough.

Mrs. Osboe was a longtime member of the Webster City Country Club.
