Frances Phillips Narigon, 64, AR, formerly of Des Moines, died at her home on Saturday, April 3, 1999. The body has been cremated and a memorial service will be held Thursday, April 8 at 1:30 p.m. at the First Congregational Church in Webster City with Rev. Richard Miller Todd officiating. Private burial of the cremains will be held in Graceland Cemetery in Webster City.

She was born October 1, 1934, the daughter of Francis and Katherine Brunskil Horan, in St. Joseph, MO. She graduated from Webster City High School and Iowa Central Community College. She received a BA and MS degree from Iowa State University. She retired from the Iowa Department of Agriculture in 1994, and previously had been employed as the Director of the Iowa State University Extension Rural Concern Hotline and Director of the Iowa State University YMCA. She received the Silverclover 4-H Award in 1978 and in 1993 was selected for Who's Who in the Midwest. She was a member of the Congregational Church in Webster City before joining the Holiday Island Community Church. She served as treasurer of the Eureka Springs Library Board.

Survivors are her husband Joseph of Holiday Island, AR., two sons and daughter-in-law, Douglas and Linda Phillips of Sioux City and John P. Phillips of Des Moines, a daughter and son-in-law, Cynthia and Randy Ayala, Huntington Beach, CA., a sister, Peg Daniels of Webster City; six grandchildren; four stepchildren and their spouses, 10 step-grandchildren, nieces and nephews.

She was preceded in death by her parents, an infant son, Matthew M. Phillips, and a brother, William Horan.

In lieu of flowers, memorials may be given to the Eureka Springs Library, 194 Spring St., Eureka Springs, AR 72632, Eureka Springs Hospice, 24 Norris St., Eureka Springs, AR., or the First Congregational Church in Webster City.

Becker Funeral Home in Jewell is handling local arrangements.
