Rankin, Howard Lee, 78, of Clearwater and Dayton, Iowa, died Thursday (March 18, 1999) at home. He was born in Knoxville, Iowa, and had been a winter resident since 1982 from Dayton, where he retired as an administrator for the public school system. He was a Navy veteran of World War II. He was a member of United Methodist Church of Dayton, the American Legion and the Masonic Lodge, Stratford, Iowa. Survivors include his wife of 55 years, Mary Jane; three sons, William L., Seattle, Robert A., Oklahoma City, and Joseph H., Ann Arbor, Mich.; and three granddaughters. National Cremation Society, Largo.
