I did a little research for you and this is what I think happened. Michael/Bert AKA Lambert was born to Frank and Anna (LaBarge) Krayer. His mother died in childbirth and he was adopted by John and Sophie Norton, a childless couple in Dubuque. He was the youngest of three boys born to Frank and Anna.
Here are the sources I consulted:
Frank Krayer and Annie LaBarge were married on June 23, 1888 in Dubuque [Dubuque County Iowa marriage records]
A son [unnamed] was born to Frank Krayer and Anna LaBarge Krayer on May 8, 1890 in Dubuque.
Another son [unnamed] was born to Frank Krayer and Anna LaBarge Krayer on April 16, 1892 in Dubuque. [Both births recorded in Dubuque County, Iowa Birth Records]
A death record for Anna A. Krayer is recorded on April 21, 1892 in Dubuque. Dubuque County Death Records Certificate #4792.
Anna's death on April 21 is just six days after the birth of her son on April 16.
She is buried in Mount Calvary Cemetery in Dubuque County.

John W. Norton, born November 1849; wife, Sophie Norton, born September 1855; married 24 years; 0 children born;
Adopted son Michael, born April 1892 in Iowa;In the 1910 census, Michael Norton, age 17 is listed as their adopted son.
Both John W. Norton and Sophie Norton are buried in Mount Olivet Cemetery in Dubuque County.

John Norton [1850 - October 9, 1932]As to the other unnamed son born on May 8, 1890, he appears to be Aloysius/Alios P. Krayer who died on April 14, 1944; He is enumerated in Dubuque County Censuses with another boy, Frank/Francis J. Krayer who was born on September 6, 1888 and died January 9, 1951. Both Aloysius and Frank list their parents as Frank Krayer and Anna LaBarge on the 1925 Iowa state census. They were living with grandparents and other relatives.
It looks like the infant born on April 16, 1892 was the only one adopted out. Hope this helps.
