Benjamin Billings Richards, 84, of Walnut Creek, Calif., formerly of Dubuque, and Buffalo, N.Y., died Monday, Aug. 27, 2001, in Walnut Creek.

Graveside services will be held at a later date in Linwood Cemetery, Dubuque. The Neptune Funeral Home, Walnut Creek, is in charge of arrangements.

He was a graduate of the University of Northern Iowa, Case Western Reserve School of Library Science, Claremont Graduate School (American Studies) and took post-graduate studies in library science at the University of Chicago.

Mr. Richards had been director of the Western New York Library Resources Council, Buffalo, until he moved to California 14 years ago. Prior to that, he had served as college librarian at Knox College, Galesburg, Ill., Kansas State College at Emporia, Chatham College, Pittsburgh, and Texas Woman's University, Denton.

He was a World War II naval officer and a lifetime member of the American Library Association.

Surviving are a daughter, Janet R. MacFarland, of Dallas; a grandson; and a sister, Mary Richards, of Dubuque.

He was preceded in death by his wife, Alice, in 1986.
