Thomas E. Fransen, 63, of 3445 Sunset Park Circle, died Monday, Sept. 8, 2003, at home.

Services will be at 10 a.m. today at Resurrection Catholic Church. Burial will be in Mount Olivet Cemetery, Key West, Iowa. The Egelhof, Siegert & Casper Westview Funeral Home, 2659 Kennedy Road, is in charge of arrangements.

Mr. Fransen worked for the Dubuque Park and Recreation Department for more than 31 years before retiring in 1998.

He was born on May 5, 1940, in Dubuque, son of William and Winifred (McCann) Fransen. He married Rose Ann Wiegel in Galena, Ill., in 1965.

Thomas graduated from the former Loras Academy. He was an avid Yankees and Packers fan and was always ready for a good game of euchre.

Thomas was a member of the Eagles Club 568 and a past member of the Moose Lodge. Thomas had been a longtime member of Resurrection Catholic Church.

Surviving are his wife, Rose Ann Fransen, of Dubuque; three children, Mark W. (Linda) Fransen and Kristine L. (Clay) Haan, both of Bernard, Iowa, and Kim M. (Jeff) Schmidt, of Dubuque; seven grandchildren, Jonathan and Isabelle Fransen, Lena, Cole and Cory Haan and Cody and Kylie Schmidt; three sisters, Mary Loe and Lorraine (Jack) Hirsch, both of Dubuque, and Betty (Gordon) Milroy, of Clinton, Iowa; his mother-in-law, Rose Martin, of Darlington, Wis.; 10 brothers-in-law and five sisters-in-law, Joe Meyer, of Dubuque, Bernard (Mary) Wiegel, Pete (Sue) Wiegel and Ted (Elaine) Wiegel, all of Shullsburg, Wis., Lillian Wiegel, of Milwaukee, Carol (Ron) Pankow, of Oregon, Wis., Maym (Dick) Kelly, Connie Wiegel, Dale (Lois) Wiegel, Nancy (Dean) Winslow and Tony (Donna) Wiegel, all of Darlington, Larry (Kay) Wiegel, of Woodford, Wis., Mick (Juli) Wiegel, of New Glarus, Wis., Chuck (Sue) Wiegel, of Argyle, Wis., and Jack (Rita) Wiegel, of Woodford, Wis.; and many nieces and nephews.

He was preceded in death by his parents; three brothers, William P., Richard J. and Jerry Fransen; two sisters, Shirley Meyer and Jean Haggerty; his father-in-law, John Wiegel; and two brothers-in-law, Lloyd and Al Wiegel.

In lieu of flowers, a Thomas E. Fransen Memorial Fund has been established.
