According to the Iowa State Dept. of Public Health, vital records at the county level-- with some exceptions, such as out-of-wedlock births and adoptions before 1995 -- are open to the public, although a fee may be charged.

I want to find a marriage date by having the index for the years 1945-52 searched by a local researcher, but I've been told that this is not possible, even in person, for Des Moines Co. Can anyone confirm that one cannot search Des Moines Co. records in person?
