The Clinton Herald Monday February 14, 1966 p. 3 A Clinton native will be among panel specialists appearing Tuesday at the U.S. Chamber of Commerce's 1966 Aircade for Citizenship Action in Dubuque. Joseph Halbach, manager of Corporate Industrial Relations, Texas Instruments, Inc. at Dallas, Tex., will brief regional Chamber members on labor issues facing Congress. A bus load of Clinton Chamber members will attend the day-long session being hosted by the Dubuque Area Chamber of Commerce. The Aircade team, which travels the country by chartered plane, will be lead by Arch N. Booth, national Chamber executive vice president. Topping the agenda for discussions between the audience and experts are such issues as pending legislation to federalize state unemployment compensation systems, minimum wage expansion and new proposals for more balance in labor-management relations. The administration "guns and butter" federal budget, tax recommendations and consumer interests will also be featured. In addition to Halbach, seven other specialists will lead issue and public affairs discussions. Halbach is the son of Attorney Edward C. Halbach and the late Mrs. Halbach, and a brother of Municipal Judge David Halbach. He holds a law degree from the University of Iowa, and has held his Dallas position since 1961. He is a member of the Dallas, American and Federal Bar Associations. The former Clinton man is on several important committees of both the Federal and American Bar Association, including the Space Law Committee, Administrative Law and Labor Relations Law committees. He has also been chairman of several sub-committees of the Labor Relations Law Section of the American Bar Association. Halbach is chairman of the Industrial Relations Committee for the Texas Manufacturers Association, chairman of the National Labor Relations Board Committee for Electronic Industries Association and a member of the executive board of the EIA Industrial Relations department. He is on similar U.S. Chamber committee, including the Committee for Voluntary Unionism and the blue ribbon panel of labor lawyers; the National Association of Manufacturers, including chairmanship of its National Labor Policy committee; National Metal Trades Association; American Society for Personnel Administration; American Management Association and the Dallas Personnel Association, of which he is vice president.
